HDD partitioning

You should have the HDD partitioned, with one partition for the OS, one partition for data. This saves all data in case that Windows becomes full of problems or you cannot boot up anymore.
This should be a standard procedure,

I strongly agree with this. It also makes it possible to take an image backup of C onto D.

I would add another partition for programs, so that the c partition only contains the OS. This should be how every computer is configured. I would also make an agreement with Acronis, http://www.acronis.com/, so that Dell's customers could purchase True Image for backups and Disk Director for managing the different partitions.
