add a confirm button when submit a vote

To avoid error when clicking on promote or demote, you should add a confirm button.

jmxz 07/13/07	Changing votes is especially important since people can change the Idea Title and Text after you voted. It's all to easy to get a high-voted Idea (re-submit "I want XP") and get those votes merged with a low-voted idea ("I want WinME") by simply changing the title.
